UK real estate sector upbeat for the next 12 months

The UK real estate sector is upbeat over the short term with a new survey finding that 88% are confident about the next 12 months. But the position is less certain in the longer term with just over half, 54%, confident of the real estate sector’s performance in the next five years, according to the survey commissioned by the British Property Federation (BPF) and Grosvenor Britain and Ireland. A majority of property owners and investors, 60%, said their company’s development activity would increase in 2016, although the survey also identified a number of barriers to property supply which central and regional Governments could lower. In London, this included a call for the Mayor to assemble and sell developable land and encourage investment in the burgeoning ‘build to rent’ sector, which sees developers retain ownership of newly built rental homes. According to the survey, Greater London is the most favoured area for planned investment, with 53% saying their company plans to increase investment levels and 23% planning to maintain them over the next 12 months. In the Midlands some 60% expected to increase investment, 23% to maintain current levels while in the North West of England it is 25% and 23% respectively. In Scotland just 16% expect to increase investment and 16% to maintain levels. ‘The real estate industry is a vital contributor to the UK’s economy and crucial to bringing about regeneration and growth across the country. It is therefore welcome to see that sentiment over the next year is positive,’ said Melanie Leech, BPF chief executive. ‘Wider economic circumstances and political uncertainty are outside of our control, but there are a number of things that Government can do to ensure that the outlook remains bright. The next London Mayor has a clear mandate from the industry to assemble and sell public sector land, if they really want to boost development early on in their tenure,’ she explained. ‘It is good to see that investment is flowing into all parts of the UK however, and not just London and the South East. We hope to see this increase as devolution deals continue to be rolled out across the country,’ she added. According to Peter Vernon, chief executive of Grosvenor Britain and Ireland, the findings are a reminder of the real estate sector’s willingness to invest in the UK’s long term economic future. ‘The sector’s ability to boost supply will rest in part on Government lowering the policy barriers. Prime property market in Gibraltar offers value for money on global stage

After several years of strong growth Gibraltar, a British overseas territory on the southern tip of Spain, is seen as offering good value for prime property, according to a new report. Indeed, prime property prices have increased by 15% from 2013 to 2015 with demand driven by Gibraltarian, UK and other international buyers, says the new analysis from international real estate firm Savills. It points out that Gibraltar is among an elite and small club of territories within Europe with special and unique governance, independence and tax status. A self-governing territory with a population of 32,000, bordering a much larger neighbour, it draws parallels with Monaco. Hybrid centres of business and leisure and located in the Mediterranean, both have the characteristics of ‘city’ and ‘resort’ and each has developed an international professional services sector and are centres of commerce in their own right. Prices in these territories appreciated at a time when other national markets in neighbouring countries have been languishing. Comparisons with Monaco only go so far, the report explains. Gibraltar has its own unique characteristics, history, culture, and has developed on its own path. Emerging later on the global stage, Gibraltar’s prime property market still offers value when compared to rival jurisdictions, the report says. It explains that diversification in Gibraltar’s economy has supported economic growth, generated wealth in the local economy and spurred a wave of new development. ‘Entirely new market tiers have opened up to attract the global wealthy. The hybrid nature of Gibraltar as a conurbation, destination and recreation location diversifies risk while maximising the market for property. This comes at a time when the prime markets of many world cities are at a high plateau,’ the report says. It points out that as Monaco and Hong Kong are becoming the preserve of only the super-rich, Gibraltar has the potential to fill a gap in the Mediterranean for high net worth individuals at various levels. ‘While it may not yet have the cachet of Monaco, proposed new developments, the right investment and infrastructure could propel Gibraltar onto the circuit of the global wealthy Gibraltar offers certain tax advantages for those wealthy individuals who make it their primary home. The territory levies no inheritance tax, wealth tax or capital gains tax,’ the report explains. Gibraltar’s prime markets are dominated by two nationalities: those from the UK, and those from Gibraltar, who have accounted for 39% and 34% of buyers in the last three years, respectively. The remaining 26% come from across the European Union and the rest of the world, and include Swiss, Germans, Russians and Australians. It describes Gibraltar as a place to relocate to, not as a second home market. Some 79% of the prime market is for main residences, while there is also an active investment market, accounting for 20% of sales. UK government criticised for having a short term approach to new home building

The wave of new home building in the UK could harm the longer term housing market as sustainability, design, quality and planning risk being pushed aside in the rush to build new properties, it is claimed. A new report from the House of Lords Built Environment Select Committee Report outlines concerns that the short term approach to building new homes is being carried out at the expense of long term considerations, and criticises the removal of initiatives such as zero carbon homes. It points out that the planning, design, management and maintenance of the built environment has a long term impact upon people and communities and that policy towards the built environment in England should not be the sole preserve of any one Government department. ‘There is an urgent need to co-ordinate and reconcile policy across numerous different areas and priorities. Recently, however, one priority has become dominant in debates concerning built environment policy. Increasing the overall supply of housing, and the speed at which housing is delivered, is a central part of the Government’s policy agenda,’ the report says. ‘When seen in the context of the housing crisis facing many communities across England, this is understandable and, overall, we welcome the Government focus on increasing and speeding up the supply of housing,’ it explains. ‘Restrictions on financial freedoms and flexibilities, however, pose a threat to the ability of local authorities to build houses of their own. The private sector, throughout the post-war period, has very rarely achieved the delivery of 200,000 homes a year. We do not believe the Government can deliver the step change required for housing supply without taking measures to allow local authorities and housing associations each to play their full part in delivering new homes,’ it adds. The report also says that Government initiatives have so far failed to address a further part of the house building problem, which is the gap between planning permissions granted and new homes built. ‘We recommend measures intended to address this, and other, barriers to increasing the number of housing completions. More fundamentally, however, we are concerned that the overall emphasis on speed and quantity of housing supply appears to threaten place making itself, along with sustainable planning for the long-term and the delivery of high quality and design standards,’ the report says. ‘The Government is pursuing a deregulatory agenda as seen, for example, in the introduction of more flexible arrangements for office to residential conversions and the strong policy emphasis placed on the financial viability of new developments.
